[anchor-position] Fix a bug with position-fallback-bounds

position-fallback-bounds needs an AnchorScrollData to track the
scroll offset of the additional fallback-bounds rect. However, currently
AnchorScrollData's create condition doesn't consider the property,
which makes it fail if the element doesn't explicitly set
anchor-scroll or anchor-default.

This patch fixes it.
