Steps to reproduce:
- Right click the toolbar -> Customize Toolbar
- Switch to a tab containing content that is expensive to relayout. Some examples:
Entering Customize Mode seems to cause every <browser>
to become 25x25???? Not good.... This must be a poor experience if you have a lot of tabs open/have an older CPU.

Verified as fixed on Firefox 117.0b3(build ID: 20230803180221) and Nightly 118.0a1(build ID: 20230803214045) on Ubuntu 22, Windows 10, macOS 12.
