1842809 - Entering/Exiting Customize Mode causes web content to relayout

Steps to reproduce:

1. Right click the toolbar -> Customize Toolbar
2. Switch to a tab containing content that is expensive to relayout. Some examples:
   • https://searchfox.org/mozilla-central/source/modules/libpref/init/StaticPrefList.yaml
   • https://www.youtube.com/

Entering Customize Mode seems to cause every <browser> to become 25x25???? Not good.... This must be a poor experience if you have a lot of tabs open/have an older CPU.

Reproducible on a 2023-07-11 Nightly build on Ubuntu 22.
Verified as fixed on Firefox 117.0b3(build ID: 20230803180221) and Nightly 118.0a1(build ID: 20230803214045) on Ubuntu 22, Windows 10, macOS 12.
