It looks like we just annotated these tests as fuzzy in Bug 1778032:

...and that annotation allows for 16 pixels differing, but central-as-beta has 21 pixels differing instead.

Probably we just want to update the annotation with s/16/21/? (There must be some Nightly-only feature that's associated with how we're rendering these tests (or their reference), I guess.)
