Browsers tested on:
Firefox Nightly, 116;
Prerequisites:
Be signed in into a Firefox Account;
Be signed in into a Firefox Relay account;
Have a new browser profile;
Expected result:
Clicking on it does nothing. It should be displayed only when the user is signed into a Firefox Account.
Actual result:
The email field opt-in can show up to Firefox users that are not signed in

Additionally, the prerequisites of this bug should say "Do NOT be signed in to a Firefox Account or a Relay Account".
Steps to reproduce:
- Navigate to a website registration page where an email field is present (e.g. Amazon, Ebay, etc.);
- Click on the email field;
- Observe the behaviour;
Expected behaviour:
The Relay option is not displayed, as the user is not signed in to a FxA;
Actual behaviour:
The Relay option is displayed, even if the user not signed in to a FxA;
