In bug 1826499 we put the newer code used to adjust the position and size of scrollbar thumbs in the compositor behind the apz.scrollthumb.recalc pref, but its value is currently @IS_NIGHTLY_BUILD@. Since we haven't seen any bug reports about it for a while, we'll just let it now default to true for the next release.
