Firefox version: Firefox Nightly 117.0a1 (2023-07-17) (64-bit)

Preconditions:
Clean profile

Steps to reproduce:

1. Navigate to: https://www.canada.ca/en.html
2. Click on the "Menu" drop-down option located in the left part of the top action bar.
3. Click on an option located inside the menu.
4. Observe the margins of the option.

Expected Behavior:
The margins are bold.

Actual Behavior:
The margins are not visible.

Notes:

• Reproducible regardless of the status of ETP.
• Reproducible on the latest build of Firefox Nightly and Release.
• Works as expected using Chrome.
• Reproducible when hovering away from the option.

Verified this issue and it's still reproducible on Firefox versions 122 and 124.

Browsers: Firefox Nightly 124.0a1 (2024-01-30) / Firefox Release 122 / Chrome 121.0.6167.86

Note: Not reproducible on Chrome

This is invalid, it's better behavior. When clicking focus outlines shouldn't show up, generally.
