nsCookies and friends should be using nsIPrefService & Branch API's, per
caillon's request.

I'm happy to do this work, since I'd like to familiarize myself with the cookie
implimentation and Moz hacking in general (thanks for the help caillon).

Steve, is this allright with you if Dan works on this in the near future?   I am
anxious to get nsIPref out of the tree (although there is lots to be done), as
you can see from my progress on the bug this blocks.
