Note
- When the user taps the UP ARROW to increase volume and then DOWN ARROW to decrease to 0%, the volume will jump to 100%.

Steps to reproduce
- Decrease the volume to 0 (either with mouse or keyboard)
- Increase the volume by pressing the UP ARROW 3 times (minimum)
- Decrease volume to 0% by pressing DOWN ARROW
Expected result
- Volume is muted, slider shows the position of 0%
Actual result
- Volume is incorrectly increased to 100%, slider shows 100%
Regression range
- Not a regression, but an implementation flaw.
