Operating System: Windows 10 PRO x64
Firefox version: Firefox Nightly 117.0a1 (2023-07-18) (64-bit)
Preconditions:
Clean profile
Steps to reproduce:
- Navigate to: https://www.ny.gov/
- Click on the "Services" option button located in the top menu bar.
- Observe the result.
Expected Behavior:
Navigation to the new page is smooth.
Actual Behavior:
Navigation to the new page is not smooth.
Notes:
- Reproducible regardless of the status of ETP.
- Reproducible on the latest build of Firefox Nightly and Release.
- Works as expected using Chrome.
- Reproducible for most of the sections (including accessing the home page via the page logo).
- Observed when returning to the previous page as well.

Verified this issue and it's still reproducible on Firefox versions 122 and 124.
Environment:
Operating system: Windows 10
Browsers: Firefox Nightly 124.0a1 (2024-01-30) / Firefox Release 122 / Chrome 121.0.6167.86
Note: Not reproducible on Chrome

This looks like a minor performance issue, moving to the right component.

I think it's a website issue. The reason it doesn't look smooth is because the website shifts vertically twice during navigation, as the header gets inserted or unhidden dynamically. You can see the shifts in the screenshots row in the profile.
