Details

After we purge a tracker via BounceTrackingProtection::PurgeBounceTrackers we should queue a message to be sent to the web console on next visit. This is so developers can be made aware of the tracker classification and they aren't confused as to why storage is missing.
It will also be helpful for us for troubleshooting false positives of the protection potentially leading to website breakage.
