I know it's shards of IE, but I'm very used to hitting F5 to refresh a page. Can
this be an option for Phoenix?

it already is enabled by default in phoenix. works fine over here with winXP and 0.5

This is a genuine bug as far as I'm concerned. Enabled in Windows, not in Linux.
There's probably some reason for this, but I don't know what it is, so I'll
confirm it as an RFE. I for one would very much like to see this "fixed".

This bug has been ageing for a while... I might write a patch soon, if I figure
out how to!
