When reloading "about:preferences#privacy" after scrolling to the "Custom" ratio button, the page scrolls to the top unexpectedly

[Steps to reproduce]:
- Go to "about:preferences#privacy"
- Scroll down to the "Custom" ratio button.
- Click the "Reload current page" button multiple times
[Expected result]:
- After reloading, "about:preferences#privacy" page should not scroll.
[Actual result]:
- After reloading, "about:preferences#privacy" page scrolls to the top of this page.
[Notes]:
- Reproducing the issue may require multiple reloads.
- After scrolling to the top of this page, click the "Reload current page" button one more time. The page scrolls back to the original position.

Managed to reproduce the issue on:
- Firefox 116.0.2;
Could not reproduce on Firefox 117.0b6 nor Nightly 118.0a1.
Tested and reproduced on:
- macOS 12;
Reporter, could you please confirm if you can reproduce this on latest beta/nightly builds respectively?
Setting as NEW since the issue is still present on Firefox 116.0.2.
