[Steps to reproduce]:
- Go to "about:preferences#privacy".
- Select "Never Remember history" from the "History" section.
[Expected result]:
- No buttons should be highlighted by default on the "Restart Firefox" pop-up.
[Actual result]:
- "Cancel" button on "Restart Firefox" pop-up is highlighted by default.
- Even after pressing 'Tab' key to navigate between "Restart Firefox now" and "Cancel" buttons, the highlight on "Cancel" button persists.
[Note]:
- After pressing 'Tab' key to focus on the "Restart Firefox now" button, hovering the mouse over the "Cancel" button and then moving the mouse can make the highlight on "Cancel" button disappear.

It's quite common to automatically focus a button in a dialog, and for that button to be highlighted to indicate focus. In fact, some desktop environments make it part of their UX guidelines. See https://learn.microsoft.com/en-us/windows/win32/uxguide/win-dialog-box for example.
