Steps to reproduce:

Exactly what title says. Try to upload an image with an account that is in usergroup "Users" and with less than 10 edits. (6 edits in this example)

Actual results:

Error message "You must be logged in to upload files." appears in upload-window in edit-mode of an article

Expected results:

Should instead display a button "select a file" which opens local file explorer upon left mouseclick
