Troubleshoot Mode dialog does not help users "only" run normally

There appears to be no guidance on how to help a user perform a normal Firefox start-up, which may have been triggered Troubleshoot Mode without the user's intention. In that dialog, the only options presented are Refresh Firefox and Open (which means to open Firefox in Troubleshoot Mode). If a user wishes to do neither, they have to guess (or know beforehand) that to do this, they should close the dialog with window controls (i.e., an X button) and try to open Firefox again normally.
The above can cause onboarding friction for users who may accidentally discover Troubleshooting Mode.

Examples of how we may trigger Troubleshoot Mode without intentional user decision-making:
- Holding
Shift/Option(as appropriate to one's platform) while Firefox starts up, even in another application. See also bug 1845112, particularly comment 2. - :mkaply recalls that this may happen when there are multiple recent (consecutive?) crashes by Firefox.

I know we normally try to do 1 thing per bug but I think we should deal with this in one go in bug 1845112.
