1845163 - Enable Windows 7 GTests on ESR115

We have no Win7 test coverage in CI outside of ESR115 now, which increases the risk of uncaught regressions prior to shipping. GTests cover some critical functionality and we've already seen a real regression with the DLL Blocklist which would have been caught sooner had GTests been running.
