Build Identifier: Unknown. Error reported by a second party.
The fixed background was reported to not be working correctly. Comment
was "Mozilla 1.0.1: Laggy as heck. About 3 updates/second. It makes scrolling
the page really painful, you have to wait for the screen to slowly refresh. And
I'm using a 900Mhz computer... relatively fast. Could be a browser bug."

Is this really OS=ALL? For example, I see no problems on Linux (and all the
reported issues we have with this are on Windows).
Further, 1.0.1 is quite old; testing with it is pointless (especially since
major changes to background tiling have happened on the trunk since).

The following 4 bugs seem to be related (or duplicates):
bug 90198 - scrolling very slow (fixed background)
bug 172626 - Very slow scrolling unless the background is commented out
bug 176150 - Fixed backgrounds cause horribly slow scrolling
bug 184556 - style rule for fixed background causes lag when text scrolled
