Steps to reproduce:

Wish tabs.saveAsPDF would return base64 instead of the current status value.

Or provide another api tabs.saveAsPDFFase64

Return base64 or binary stream, so that webextension developers can make secondary modifications to the PDF before downloading it, and then the developer calls the download api to download the PDF.
