Re-enabling mochitest-serviceworker.ini was tracked by Bug 1620093, but given that the mv3 background service worker is currently disabled by default on all channels (and only nightly can opt-in into it through about:config prefs, currently used mainly to run tests on that configuration), it seems worth tracking it separately from Bug 1620093 (which was mainly tracking re-enabling mochitests running with the extension process mode on Android, currently higher in priority then enabling mochitest-serviceworker.ini to cover a configuration disabled by default).

As a side note: Trying to run the tests from mochitest-serviceworker.ini locally on GeckoView does note hit any failure and so this issue may be actually just require us to remove the skip-if and confirm the test are also passing as expected when running in a try push.
