Steps to reproduce

1. Access 'about:policies#documentation' page.
2. Start tabbing through page elements.

Expected result

• Tabbing should proceed smoothly through all page elements.

Actual result

• After focusing on the 'Documentation' button, the focus unexpectedly shifts to a vertical line.

I was able to reproduce the issue on both Win10x64 and MAC 12.6 using FF build 115.0.2.
But on Win10x64 I was able to reproduce the issue using 75.0a1(20200211215452), so not sure if the issue is new.
Marking issue as new so dev team can give an overview. Thank you.
