1846801 - Add Telemetry for Manage Account

We will be re-enabling "Manage Account" in Nightly and as a result will need to add telemetry around this feature to see how users are responding / interacting with this before we uplift the feature to Production.

Telemetry for:

1. Users clicking on manage account
2. Users updating information on the manage account page

This bug should probably block bug 1832345 and not block letting manage accounts right the train.

We are working to fix some of the UX to make the feature seamless, but we can let bug 1840492 land regardless as we need it for complying. The sooner we enable this in release, more likely we will be able to catch other unknown bugs as well.

Jonathan was correct, above - this can be landed independently from Bug 1840492. Both should be done around the same time if possible, though, as we'd like to be able to monitor how many users wind up actively using the "manage accounts" button on release in the first days & weeks after it's rolled out (to help us make sure we're prioritizing Bug 1856767 correctly).

Verified as implemented on the latest Fenix Nightly 120.0a1 from 11/10 with Google Pixel 6 (Android 14).

Tapping on the "Manage account" triggered the following event:
