1846810 - Increase max run time for chromium-as-release builds

I noticed the build times have been steadily increasing (at least on Linux and OSX) for custom-car binaries. e.g.

it is getting a little close (by about 30-60 minutes) so to be safe we should probably increase this a bit.

and additionally we may have to adjust the cron timing a bit
