Fenced Frames: Parameterize automatic beacons in WPTs

Instead of hardcoding whether an automatic beacon should be registered
as part of reportWin() in FLEDGE bidding logic, tests can now accept
a parameter to indicate whether they should register the beacon or not.
Existing automatic beacon tests have been modified to use this approach.
