Operating system: Windows 10
Firefox version: Firefox Nightly 118.0a1 (2023-08-08)

Steps to reproduce:

1. Go to https://www.aliexpress.com
2. Scroll down the page.
3. Click on the "Plus" section.
4. Scroll down the page.
5. Observe the scroll bars.

Expected Behaviour:
There are no extra scroll bars for the product offers and categories.

Actual Behaviour:
There are extra scroll bars for the product offers and categories.

Notes:

1. Screen rec provided
2. Reproducible on Firefox Release as well
3. Not reproducible on Chrome
4. Issue found during WebCompat team [Top100] websites testing

Verified this issue and it's still reproducible on Firefox versions 122 and 124.

Environment:
Operating system: Windows 10
Browsers: Firefox Nightly 124.0a1 (2024-02-12) / Firefox Release 122 / Chrome 121.0.6167.86

Note: Not reproducible on Chrome

This is effectively a duplicate of bug 1926506, as the scrollbar CSS mentioned is the same in both bugs.
