In a recent talk with Joy and James, it was decided we'll do a holdback of x percentage of users to the old firefox view.
I talked to :jlockhart about this and we'll want to enable firefox-view-next as the default (change this to 'true') starting in 119 Nightly. Before it hits release the holdback will be launched so that people enroll in that before the release goes out, then as they update the held back population never sees it and the rest do.

Release notes for Nightly, Beta and Release will be (per this doc): "Starting with 119, Firefox View includes more content for Nightly users. You can now see all open tabs, from all windows. If you sync open tabs, you’ll see all tabs from other devices. Browsing history, which you can sort by date and site, is another addition. As before, recently closed tabs are also listed on Firefox View."
