Follow-up to bug 1843461. We should add trigger/targeting/frequency capabilities since these might become relevant for the survey or future messages we show in the shopping sidebar. For now the opt-in message is just an object in onboarding.mjs, in the long term it should be in a message provider.

This will require some QA to make sure we don't break the shopping sidebar onboarding in doing so. E.g., what happens if the network is slow and the sidebar is open at startup? Is there a delay in showing onboarding? I don't think so but we'll need to verify things like that.
