This is a follow-up bug of bug 1766386. In bug 1766386 we are going to change the proximity ratio to 0.3 * the snapport.
Dan pointed out to me in Matrix 1/3 would more make sense. Once after we finished eliminating pixel alignments on scroll positions (e.g. bug 1774315), we should change the proximity ratio.
