Preconditions:
Clean profile

Steps to reproduce:

1. Navigate to : https://stackoverflow.com
2. Perform account login.
3. Tap on the "Ask a question" button located in the top right part of the page.
4. Scroll the page until you've reached the "Body" area of the message.
5. Observe the area inside the "Body" input field.

Expected Behavior:
Scrollbars are present to navigate between message options (font, bold, etc).

Actual Behavior:
The scrollbars are missing.

Notes:

• Reproducible regardless of the status of ETP
• Reproducible on the latest build of Firefox Nightly and Release
• Works as expected using Chrome
• Screenshot attached
• Issue found during WebCompat team [Top100] websites testing

Verified this issue and could not reproduce it on Firefox versions 122 and 124. Even if the scrollbars are not present, the navigation is now possible between format options.

Notes:
The scrollbars are present in Chrome, but they have no functionality.
