Firefox version:Firefox Nightly 118.0a1 (2015967427-🦎118.0a1-20230810094725🦎)

Preconditions:
Clean profile
Account login performed
Access granted to repository (our test account has it)

Steps to reproduce:

1. Navigate to :https://github.com/SeleniumHQ/selenium/issues/new/choose
2. Click on the "Get Started" button next to the "Bug Report" section.
3. Observe the result.

Expected Behavior:
The pop-up is not covering elements on the page.

Actual Behavior:
The pop-up is covering elements on the page has a fixed position.

Notes:

• Reproducible regardless of the status of ETP
• Reproducible on the latest build of Firefox Nightly and Release
• Works as expected using Chrome
• Screensrec attached
• Issue found during WebCompat team [Top100] websites testing

Verified this issue and could not reproduce it on Firefox versions 122 and 124.
