184965 - ability to hide flags that have already been set to + or -

Right now we can set flags to be "active" or "requestable". Unchecking "active"
hides the flag for bugs without + and - but not for the already set flags.
Unchecking requestable hides the "?" but leaves the flag and the + and - visible.

We need a third option  for "set flags visible" (maybe a better name).
Unchecking this would make even the flags with + and - on them hidden.

At bmo we're using bug flags to track nominations and approvals for milestone
releases. If a bug get's the - on the flag "blocking1.x" it means that drivers
don't consider it a release blocker. I'm creating a new flag for each release
cycle. While it might be useful to see the set flags from the previous cycle
there isn't a lot of value in displaying a long list of "blocking1.x -" flags. 
If I could uncheck something like "show set flags" then I could keep the list
from growing too long and cluttering up the bug.   

If this is already possible and I'm just missing it then let me know and resolve
this bug as invalid.

It is possible, and appears to have been done, sort of.

Bugs which have that flag set still have it (eg bug 1777), but new bugs don't
see that option at all.

There is one bug - it appear that I could still clear the blocking1.3a flag on
bug 1777. I'm not sure if thats a feature or a bug.

I know that the flag disappears from bugs which never had it set. What I'd like
is the ability to hide the flag even on bugs where it has been set.

You could as well delete the flagtype completely. I see no difference with what you are requesting. :)
