Currently, we are showing MDN suggestions at the same position as RemoteSettings data indicates. However, the suggestions are always shown as top pick. In this bug, introduce its logic into the module that provides MDN suggestions.

I tested this bug on Nightly 118.0a1, build id: 20230823213053, on macOS Ventura 13.4.1, on Windows 10 and Linux Mint 20.
- We have verified that the MDN suggestion appears as top pick.
