I have a working prototype in https://github.com/arai-a/treeherder/tree/hide-intermittent , which depends on bug 1864125.

Here's prototype UI with https://github.com/arai-a/treeherder/tree/hide-intermittent
I'm not yet sure what kind of button to use, and also what kind of style to use for visible/hidden, but at least it can show/hide intermittent failure jobs.
