Blocking "override keyboard shortcuts" doesn't work for shortcuts assigned using macOS Settings

Steps to reproduce:
Use macOS settings to assign Ctrl+Cmd+Z to Window->Zoom. Visit web.whatsapp.com and link to your phone, etc.. Use Tools->Page Info to block the "Override keyboard shortcuts" permission. Select a chat, and with the insertion point in the "Type a message" box, type a few characters, then press Ctrl+Cmd+Z.
Actual results:
The "Window" menu flashes, as if the Zoom item has been chosen, but it undoes your typing (one character at a time).
Expected results:
It should have zoomed the window, in accordance with the keyboard shortcut, which should not be able to be overridden.
Note that overrides for Firefox's built-in keyboard shortcuts do seem to be effectively disabled, e.g. for Cmd+I and Cmd+K. But custom ones aren't.
