1850385 - Firefox View comes up blank in some cases

We're still running into weird sync cases where things are blank.

In this case I'm looking at, we're being told that we have no devices and no tabs, but that we've successfully synced.

This should be an empty state.

This is what shows in old view. The Firefox UI doesn't show any indication of devices. It's a very strange state.
