1850606 - Create debug test tasks for Wayland

When creating the Wayland test tasks, I neglected to add a debug platform. Luckily all of the suites that are already enabled on autoland, work fine with debug as well. So there aren't many changes needed to the test configs.

For most suites this just creates the tasks so they can be scheduled on try.
For suites that are already running on autoland, it creates debug tasks there
as well. Luckily they all pass.
