In a Wayland environment, and with Wayland enabled for Firefox (so that it runs natively on Wayland rather than on XWayland), using picture-in-picture result in a dedicated window that can be switched to with the window manager and that doesn't stay over other windows, ie. it needs to be focused to stay visible, negating totally its usefulness.

Probably the same problem than with bug 1628431.

Known issue we can't do anything about (yet?). You need to manually right-click to keep it above other windows. KWin and Mutter at least expose facilities for this.
