1850764 - Pressing enter in the "filter tests" textbox should not close the panel

Steps to reproduce:

1. Go to this perfherder view.
2. Click on "Add test data". We're aiming to add the time series called "speedometer3 Charts-chartjs/total opt fission webrender firefox"
3. Write "chartjs" into the filter textbox.
4. Because the UI doesn't update immediately, you are tempted to press enter. Press enter.

Expected results:
The search should be applied. The panel should stay open.

Actual results:
The "Add test data" panel closes.

Note that, on treeherder, the "Add new jobs (search)" UI requires you to press enter in the filter box before the search is applied. So one UI teaches you a behavior which won't work in the other UI.
