Steps to reproduce:

As a developer using a client side certificate I visited a site that requires the certificate and pops up a request multiple times.
Between requests if you interact with the page you can end up with a "User Identification Request" appearing behind the application window.
This is best seen in a private browsing window (I was using our company Confluence pages)
This has been an issue for me for a number of months and differing Firefox versions.

Actual results:

The "User Identification Request" popped up behind the application window.
This then stops me from interacting with any of the tabs, or giving me the ability to bring the "User Identification Request" window to the front to accept or reject, also doesn't allow me keyboard access to press escape or enter to confirm / cancel.
The only thing I'm left to do is force quit Firefox, although if I have other Firefox windows open I am able to use them.
This can mean data loss, amongst other annoying issues for a developer.

Expected results:

The "User Identification Request" should have popped up in front of the Application window or at least, be able to be brought to the forefront with a click / closed with an escape press.
Furthermore, if possible, it should be relevant to the one tab it is required for.
