1851215 - about:studies reports inactive rollouts under "Active Studies"

Description

[Beth Rennie [:beth] (she/her) - OOO until Sept 14]

STR

1. enroll in a rollout
2. set nimbus.debug to true
3. navigate to about:studies
4. unenroll from rollout

ER
The rollout should be under "completed studies"

AR
The rollout will be under "active studies" but marked complete

This code is wrong, and acts as if rollouts cannot end. Removing the isRollout check should fix this issue
