Details

If a user agrees to the prompt in Firefox which asks if they would like to set Firefox as the default browser on Windows, Firefox will associate itself with HTTP, HTTPS, and PDF... if another known browser (Chrome, Edge, etc.) is the current PDF default. WDBA was implemented before this logic, and should be updated for consistency. Since PDFs are encountered both on the web and launched from the file system, it makes sense that users who choose Firefox as their default for the web will expect a consistent experience for PDFs launched from the system.
