Steps to reproduce
- Download the Firefox app
- Complete the onboarding card flow WITHOUT setting Firefox as your default browser
- Close the app
- Return to homepage
Expected behavior
To see only 1 message at a time.
Actual behavior
The homepage banner "set to default" message is triggered AND the toolbar customization CFR is triggered and displayed at the same time.
