It's been observed that some test runs (1) for WebGPU CTS in CI are reported as blocklisted:

WebGPU device failed to initialize with NotSupportedError "WebGPU is disabled by blocklist."; not retrying

This causes all tests to fail; it's rather noisy intermittent issue that we'd like to fix.
