Here's a mostly done version of the core about:welcome surface telemetry that will be relevant to Firefox Shopping. I haven't requested data-review on this yet, as there are a couple more pieces of data that need to be included, and I'll do that early Thursday.
Chris, feel free to have an early look if you wish, I don't expect stuff other than the data table to change much, though I'll probably ask for a bit of feedback from others on it.
Other (non Firefox-shopping-relevant) parts of the telemetry will be split out to at least one other data review.

I'll probably reach out for an eng and a product review on this today as well.

DATA COLLECTION REVIEW RESPONSE:
Is there or will there be documentation that describes the schema for the ultimate data set available publicly, complete and accurate?
Yes.
Is there a control mechanism that allows the user to turn the data collection on and off?
Yes. This collection can be controlled through Firefox's Preferences.
If the request is for permanent data collection, is there someone who will monitor the data over time?
Yes, Dan Mosedale and the OMC Team are responsible.
Using the category system of data types on the Mozilla wiki, what collection type of data do the requested measurements fall under?
Though the individual collections are Cat1 and Cat2, the context in which they are collected (only when on one of at most three sites) puts them in Category 3 by inference.
Is the data collection request for default-on or default-off?
Default on for all channels.
Does the instrumentation include the addition of any new identifiers?
No.
Is the data collection covered by the existing Firefox privacy notice?
Yes.
Does the data collection use a third-party collection tool?
No.
Result: datareview-, pending Sensitive Data Collection Review for default-on Category 3 collection in release channels
To pursue Sensitive Data Collection Review, please follow these instructions to send an email. Please reference the Data Review and Response to help the facilitators understand what's changing and what risks are being evaluated.

Thanks to some helpful review from Shane, who caught that I had missed one relevant piece of info, which I have now added to the table:
Include ordered list of "screens" from surface to be shown (bug 1790655).
Like most of the rest of the data here, this seems like (on its own, anyway) Interaction Data, and in any case, it's not going to change the need to escalate.

I've put the latest version of the data-review document in a gist for easier reading: https://gist.github.com/dmose/414282ec28b9da2fd441bc065c9a7193 (the markdown gets rendered to HTML and is much more readable).

I discovered a bit more data being sent for the shopping case that wasn't documented in the original data-review doc, and I will be updating that momentarily.
The shopping templates send a few specific utm_*
variables: to SuMo or fakespot.com when a user clicks on a URL leading to one of those places.

updated version with one more data item documented
This has been given sensitive data review approval in the https://groups.google.com/u/1/a/mozilla.com/g/data-review/c/xXK_jgTpcY8 thread, so flipping this to data-review+. No mitigations were requested.
Thanks to everyone who helped!
