There was a mistake in
https://chromium-review.googlesource.com/c/chromium/src/+/4775043 that
createBidderReportUrl() is changed to createBiddingScriptURL().

Although it didn't affect the tests since the interestGroup config is
overwritten by interestGroupOverride.
