The Search Bar section is at the top of Search preferences and therefore, arguably, the most prominent section. Yet we consider the Search Bar to be legacy, and don’t want to encourage users to enable it. Therefore, we propose removing this section. Users would still be able to add the Search Bar via “Customize Toolbar…”.

I can confirm that the Search Bar section used to enable a sepparate Search Bar while the address bar remains displayed is no longer shown in about:preferences#search. The Search bar can be activated from the Customize Toolbar menu. This has been Tested on Windows 10 and MacOS 11 with Nightly v123.0a1 and Beta v122.0b1.
