The split of search preferences across “Search” and “Privacy & Security” is a constant source of pain. We should move everything over to “Search”, and have “Privacy & Security” link to Address Bar suggestions preferences rather than the other way around. Most likely, merging “Search Suggestions” with “Address Bar – Firefox Suggest” would make the most sense. The challenge here is cleaning up our language, especially around the term “suggest[ions]”.

Release Note Request (optional, but appreciated)
[Why is this notable]: Notable for users who are used to these prefs being in the Privacy pane, and for users who possibly haven't known about these prefs due to them having been buried in the Privacy pane
[Affects Firefox for Android]: no
[Suggested wording]: Address bar settings can now be found in Firefox Settings' Search section
