If the owner has FullControll permission and anyone has only Post permission
then result permission for owner is downgraded to Post. As a result messages
can't be managed by mailbox owner. 

Reproducible: Always

Steps to Reproduce:
1. create mailbox "test". Default permission set to owner - all.
2. set additional permission "anyone p" via for example cyradm tool. Permission
should be: owner lrswipcda, anyone p
3. login to IMAP server as owner of created mailbox and subscribe to mailbox "test"

Actual Results:  
Properties->Sharing for this mailbox shows: "You have the following permissions:
Post"

Expected Results:  
Properties->Sharing for this mailbox shows: "You have the following permissions:
Full Control"

Reproduced with stable 1.2.1, 1.2b and current Mozilla, not applicable to 1.1
stable.
Tested with cyrus-imapd-2.0.16 and cyrus-imapd-2.1.11

Looks like 1.3a 20021212 manage ACL correct after recreating .msf file

yes, this has ben fixed, dup of bug 170597
