Like :jcristau said in bug 1854150, the firefox-android repository doesn't need to use a specific decision image anymore. In order to get to the same state in reference-browser (so there's as few differences as possible), we should get rid of the gradle calls (done in bug 1788606 on firefox-android) and stop installing the Android SDK in the decision task.

For firefox-android the removal of the sdk from decision tasks happened in bug 1782736 (https://github.com/mozilla-mobile/firefox-android/commit/0f4977be9260cfcddf0474ebfad8d3c99bc8fa91) as part of bringing up the new repo. The real work (of making it unnecessary) was elsewhere.
