Do you have autodetect on? What websites?
I can confirm this behaviour with Mozilla/5.0 (Windows; U; Windows NT 5.1; de-DE; rv:1.3a) Gecko/20021228 Phoenix/0.5 running on WinXP Pro German (so it's not Linux-specific). For an example, goto http://www.pnp.de/news/boulevard/regional/daniel02/main.htm (this might not be the best example, as I don't know how long this page will be around, but it's the only one I have at hand). Observe that all the umlauts and other non-ASCII characters are displayed as question marks. I am aware that this is due a bug in the web site, not in Phoenix (missing character encoding meta tag while using ISO-8859-1 character codes). However, this bug is, at least in German web pages, so common that it would be very convenient if Phoenix had a way to change the default encoding.
worksforme with latest Phoenix build on RH8. all of the umlauts at http://www.pnp.de/news/boulevard/regional/daniel02/main.htm displayed fine
