Scope of this ticket is to configure a rollout for the following:

If we align our messaging to the 3 most common values expected by users when installing Firefox, then we will see an increase engagement with our calls to action, because we expect their motivation to be higher based on our surveys showing that users primarily recommend Firefox for Privacy, Speed and security.
